Sign up a Wix account (recommend to use your HKU Portal UID as your Wix account name)
Create a site using any builder
Transfer the site to ITS
(this is necessary for ITS to assign a Premium Plan for use by your site)
Submit CF83 to ITS
(for ITS to assign the Premium Plan and add the HKU domain for use by your site)
